Shortly thereafter, she was hired by the South Central Regional Library System in Kansas supporting small, rural libraries with technology development. In 1999 Rose was hired by the Colorado State Library as a Technology Consultant. Her primary duties included training libraries on E-rate and technology planning; helping to develop technology standards for libraries; administering the various Bill and Melinda Gates grants to public libraries; and serving as project manager for the WebJunction Colorado portal.
