You are correct the majority of these titles are in Vietnamese. In most cases we have put the English translation as the primary title but kept a transliteration of the Vietnamese as an alternate title. However, if a site wants to they could suppress the non-English journals after selecting them into their local holdings. Many parts of the country have large Vietnamese populations so we wanted to make sure to include this list. However, this is not much different than many other open access lists (e.g. Directory of Open Access Journals) where a large percentage of the journals are not in English.
